Beaut.
At LA+2, I'd applaud it as a GM.
At LA+1, I'd play it as a character (probably barb1/monk4/rogue x)
My only thought at this point: Would it be possible to combine twitchy with don't touch? I.E. Instead of a flat +4, each round they are held, they are considered to have automatically failed their will save and gain the twitch bonus to their grapple check?
20th level twitch rat = Can't be grappled for long...
FYI - I still feel this makes a better class than race, but it's cool either way...
Maybe a prestige class for any race, character must be younger than young adult? lol
