The first time I saw the world 'powergaming', I believe, was in the first Champions* RPG supplement. There was a whole article on how to do it. For example, some very important calculations were based on dividing your ability score by 5, and the game rounded UP, a 13 was just as good as a 15 for all intents and purposes.
This supports many threads here- power gaming is just using the fairly obvious, inside the rules, mechanics to squeeze as much juice into your character's cup as you can.
@ the point of the metagaming player whose barbarian knows that vamps don't like garlic- maybe the barbarian heard that from a wandering bard? My point is that I don't mind when players resort to stereotypes that are completely common in popular culture, especially when hoarding obscure KS's is a bit of a pain.
* A completely point-buy superhero game of ages past.
