RPG design brainstorm/wider range of abilities & possibilities

What might you do if hypothetically you were designing a new RPG to have a wider range of results, with higher highs and lower lows? How might you make the characters start out flawed and [semi/demi]human? How could heroes in this pretend RPG advance to high ranks and eventually into legend? And once they got there, how would mythical monsters such as Giants, Dragons, fiends/demons, etc. etc. still present an actual real threat? (Contrast this with 5e, when your characters by design will defeat every encounter by force, assuming the DM follows the encounter building instructions, from goblins all the way up to dragons and beyond).
