Having Toughness too low for Extras can result in the party wasting groups of them at will, to the point where it's no longer a challenge or fun. There's almost an art to tweaking Toughness, and as a 1st time GM you shouldn't be too worried about getting it wrong at the beginning.</p></blockquote><p></p>
