Could you imagine the economic prosperity of the nation in control of such a thing? could you imagine the level of defence that such a place would have in a post apocalyptic world? Yeah it would be a significant target but I would imagine it to be nigh unassailable. Of course, that is assuming that it's location is not lost in the destruction and massive population decrease.

Well, it's general location was publically disclosed, it's not inherently a secret, so somebody could just remember the name, and it was all over the news, so a scrap of newspaper talking about it would be plenty of Plot Hook. The Isle of Svalbard, up in the arctic. An atlas and the name "Svalbard" for the location would be enough for the PC's to start the search. Like in D&D, sometimes just finding the exact location of the dungeon is part of the adventure.

Many of the seeds stored there are of a Hybrid nature as well as the heirloom variety.

Money in the Post-Apolyatic world is in heirloom seeds. ;)
Worth their weight in gold to the right people.

You could also turn it around - what if the PCs were at the facility (some as scientists, some as sailors there on a delivery) when disaster struck? Horror, shock... then word comes in of survivors in a remote area - survivors who will starve once the canned goods run out (probably gives a couple of years to reach them & get farms going).

You could add a layer of conspiracy -- maybe the seed bank is mostly what it claims to be, but maybe there is also some other secret it is hiding or preserving. People in cryogenic storage or something like that. Or aliens.

Definitely a setting worthy of targeting- and thus, adventure!

Perhaps there are even other EarthArcs out there...

Given the state of the world today, I can see a LOT of potential here. We are right now in the beginning of a plague which could result in a second mass extinction of a species of commercially grown bannannas- "Yes, We Have No Bannanas" wasn't just a song, you know.

If certain key species were wiped out even PRE-apocalypse, such a locale could be targeted.
