D&D 5E Silvery Barbs+ Voice of Authority?

So if I'm an order cleric taking Silvery barbs via Fae Touched feat would it trigger?

How it works. Attack roll vs ally in range as a reaction I cast silvery barbs imposing disadvantage, I then grant advantage to any ally.

Does VoA trigger the ally has to use their reaction to make an attack roll (with advantage).

I'd say yes, probably, and err on the side if the players and allow it. I mean, the ally is still a target of the spell, even if they aren't the one who triggered the reaction to cast the spell, so I think it should work.

That's my reading of it as well.
