I've always had a problem with speed in D&D. Most people don't run at the same speed. To this end I'm considering the following house rule (note: this rule is primarily intended for D20 Modern but should be suitable for all d20 games).

Speed = (base speed) + (5 feet * dexterity modifier)

Base speed
Small = 15 feet
Medium = 25 feet
Large = 30 feet

Armour penalties to speed would be rewritten based on their statstics to provide a percentile penalty (i.e. 2/3 for plate armour, 1/4 for others).

If you really want that to work I recommend you change that to

base speed + (2*dex mod), rounded down to nearest 5.

I've been considering this variation:

Base Move 30 feet. Add STR and DEX modifier in feet. Round to the nearest 5' increment for normal movement - the difference only really matters in chase scenes.

Thus, a STR 14, DEX 14 person will move 34 feet (rounded to 35' for grid maps), but will be very slightly outclassed in a chase against a STR 14, DEX 16 person.
