I incorporated a tweaked version of Shadowrun's spell creation system from their Grimoire. Each type of spell has it's own set of rules. The spell level is determined by the number of effects. For example illusion spells start with one level per sense affected. Then modified by conditions and limitations.

As in Shadowrun there are no summoning spells, summoning a being is a separate skill.

This works for our group, for, it allows far more variety than typically found in D&D. One wizard's fireball might only turn a single target to ash, while another's merely singes a battalion of orcs.
