WOIN Split REP values for NOW sample organization "Crimson Sparrows"?

Hi again. On p. 179 of the NOW Core Rulebook 1.2 there is a sample organization described called the "Crimson Sparrows". Why are there two split values for its REP score "20 (5d6) / 8 (3d6)"? Same question for its "Locate" score, which is "Difficult [16] / Severe [29]"?

IIRC that's the Clandestine trait. But I don't have the book in front of me.
