Any reason you are appying Devastating Attack to pistols, rather than a weapon that deals more damage?

Yes, because Gunslinger.

You'll eventually be dealing +5 damage with a pistol, which easily makes up for any lost damage. (And a heavy blaster is no slouch in the damage department -- the damage is identical to that of a blaster rifle.)
