System like Battletech/Mechwarrior for easy tactical RPG

Folks,
I am looking for a system that is like Battletech/MechWarrior that has static weapon damage, and a limited number of hit points. This would enable for a quick and fast play; however, I want it to be simple for more of a tactical rpg game. Armor might had HP to characters, but only on a small scale.

I guess I can do D&D any version and just make the damage dice static for the average; however, it seems that there might be a better solution.

Have you looked into 13th Age?
Monsters use fixed damage, and movement is abstract, so there's only near, far, and engaged. PC damage scales by level and an 'escalation die' ensures that combats end quickly by increasing the PCs chance to hit.
