Template adding natural attacks

Lets say, for example, I have a creature with one natural attack that is not a bite or claw attack, and has 4 legs (like an animal) add a template that adds a bite and claw attack. How many claw attacks does the animal have?

I would venture to say it gets 2 claw attacks (one each with its forepaws). Now, you could extrapolate and give it a rake attack (like lions, tigers, etc. get) and therefore let it attack with four claws sometimes.

But, overall, as stated, I would say it gets 2 claw attacks.
