I'd suggest ranger with the hunter build from MP2. Lots of powers that wither have you melee attack with 2 weapons or throw then run up and attack. Etc.

Rogues are pretty much the obvious winner here - they are basically designed around using light-blades. (And sneak attack does high damage in part to compensate for this.) Other melee classes will tend to take a damage hit to use daggers.

You can probably do a decent job with any dual-wielder, whether Tempest Fighter or Ranger. Ranger is probably the better choice, given you more options for both melee and ranged powers, which sounds much closer to the flavor you are going for.

I've toyed with an Avenger who uses daggers just for fun - there is a feat that let's rolls of '1' or '2' on weapon damage dice count as rolls of '3'. While not a huge damage boost compared to just using a bigger weapon, having a d4 that only rolls '3's and '4's might be fun. On the other hand, Avengers are pretty much all melee with weapons, so might not be as good a fit. Could be a decent hybrid option.

No...it fixes some incredibly broken combos with casters.

The change did fix those broken combos, but in the way that amputating your arm fixes a splinter in your finger. Since the abuses were by and large arcane- and divine-sourced characters, a more appropriate fix might have been to simply restrict Daggermaster's crit to martial-sourced characters.

As it currently stands, Daggermaster criticals can't work with hybrid or multi-class fighters, rangers or warlords; the half-elf's dilettante; or even melee basic attacks. I can see why an explicitly weapon-based technique wouldn't help a sorcerer cast a spell, but I really don't see why a multi-class fighter wouldn't benefit.

The only arguably abusive martial Daggermaster was the half-elf Twin Strike version, but that was somewhat offset by not getting a stat bonus in either dex or str - still not a match for a well-built Ranger/Stormwarden. It was a fix painted with an unnecessarily broad brush.

You'll have to define "dagger" and "best". A halfling ranger with a pair of daggers can be very versatile and put out good damage, a hybrid like ranger|rogue, or fighter|rogue could be even more interesting.

If you wouldn't mind considering Drow Longknife a dagger, then there are some interesting tempest fighter/deft hurler builds that can make use of those.

And as mentioned, sorcerers and monks can make use of daggers. And some swordmages don't really care what kind of blade they wield, working mostly off swordburst and implement powers, so they can be perfectly viable dagger users also. Even a gnome bard may be perfectly happy with a dagger. And Warlocks can use a pact dagger.

Having said all that, Rogue is likely the most straight forward answer if you want to play a dagger wielding martial character.

Rogue - it's designed round the dagger. Followed by monk - hamstrings, grapple-and-dagger, minion-killing with bursts, throwing (normal or starblade flurry). Sorceror if you want to spell-toss through your dagger.

Monk may actually be the best best if you want minion-killing and multi-attacking. Psionic Power even includes a new build based around using weapons (including the dagger).

However, with monk, your ranged options will be a little weak (well, they'll be fine, but mostly RBA's using your Dex). Rogue is certainly the standard for daggers, otherwise, but it doesn't have the multi-attacking of the monk.

You also may or may not like the fact that your dagger-wielding monk is actually making implement attacks at melee ranger using the dagger, instead of using the daggers [W] value. It's really only a distinction of fluff though.
