The Elemental Chaos as the main campaign setting: What races should I use?

I was mulling over a campaign idea (starting from level 1) set in the Elemental Chaos, most likely using the City of Brass as a base of operations.

What races would you use in such a setting? I know that practically any race could be found in the City of Brass, but having some guidelines about the most common playable races found in the city would make the "otherness" of the setting stand out more.

I was thinking genasi, githzerai, humans, and dwarves. I would also make azers into a PC race. Thoughts?

Perhaps a slightly modified, fire-themed version of the goliath, as a nod to the fire giants that are common there.
