Here is a creature, a construct, developped to represent the strange halos sometime seen in d20 imagery, notably a floating band of arcane symbols around the brow of a celestial.
This is from a pdf document I made. The new creature is v3.5.
Attached is an image of a wreath, taken from The Complete Book of Eldritch Might (Malhavoc Press).
Please comment on the flavor text and the problems you have with the mechanics (i.e. its downright impossible...).

Holy Wreath
Small Construct (Extraplanar)
All in-between statistics: Same as Lantern Archon, except with a spell-like ability to plane shift at will to its plane of origin
Alignment: Always neutral good

These constructs are sometimes seen toping the brows of powerful celestials. Luminous crowns of divine symbols that slowly revolve, sometime changing direction abruptly, they can be seen spinning faster and shining more brightly as their bearers enter battle with evil.

The souls of great heroes and saints who have been horribly tortured by the forces of evil and whose minds were destroyed in the assault, they are melded within the celestial realms into divine constructs in which state their abilities may still serve the forces of good.
After such a soul has been forged into a construct and before it has been awarded to a good outsider, it can be found roaming the halls of celestial powers in its natural form, that of a vaporous ball of ever shifting luminous symbols. Once awarded, usually by a powerful celestial or even a deity, it takes on the form of a floating crown of luminous symbols, settling on the top of the head. Holy wreaths are rarely awarded for life and are often taken back or replaced.

Combat
After a holy wreath as been awarded upon a good outsider it can no longer be specifically targeted in an assault since it has now become a natural fixture of the outsider. Only upon the death of the host or after it commits an evil act (see below) does the holy wreath reverts to its natural form and strives to return to the plane of its creation (in this case use the statistics of a lantern archon with a neutral good alignment, the construct type and extraplanar subtype and a spell-like ability to plane shift to its plane of origin).
Each holy wreath is of a specific type, few of which are know, each conferring its special abilities on its host. At any given time a creature can host only one holy wreath. The melding of the two takes a full round, in which the host can act normally.
Imbedded Morality (Ex): A holy wreath in crown form converts back to its natural form whenever the bearer knowingly commits an evil act and subsequently departs from its presence.
Divine Boon (Su): Any good outsider (or non-evil outsider with the good subtype) bearing an holy wreath can use the class abilities it confers as if he had levels in the appropriate class equal to its Hit Dice, or divine caster level when specified (ex. a 20 Hit Dice outsider hosting a Holy Smiter can Smite evil five times per day).
The following types of holy wreaths are those most well known by mortal sages: Divine Wrath, Holy Smiter, Celestial Apex, Divine Apex, Celestial Warrior, Divine Channeler and Holy Dispatcher.
Whenever a holy wreath melds with its host, its specific type is added as a supernatural ability in the host’s description (ex. Divine Wrath (Su)).

Evil and Death Angels

Evil angels as defined in Anger of Angels (Malhavoc Press) are often given holy wreaths to accomplish their divine tasks, such as "wiping out every living thing in a wicked city". In these situations the wreath is exempt from bearing judgment upon its host for the extent of such tasks, in acknowledgement of the special nature of their evil. Other non-good celestials, such as Arcane Angels, from The Complete Book of Eldritch Might (Malhavoc Press), are sometimes rewarded with a wreath to accomplish a task, but the celestial has to bend its dubious ways and follow the codes of morality set down by the celestial or deity giving the task or it may find its wreath failing him in a crucial moment. One of the only times it is conferred by the powers of good upon an evil outsider is when a god of death sends a Death Angel, from the Secret College of Necromancy (Green Ronin), to retrieve the soul of a good mortal that is protected by powerful allies or guarded by enemies that make the success of the angel’s task uncertain. For the duration of such alliances the wreath is again exempt from bearing judgment upon its host, but it turns and twists continuously as if restless. In all these cases the holy wreath takes on a dark radiance instead of the bright light it normally emits.

It certainly is a very interesting and original idea. If I ever run a campaign with lots of celestials as opponents, or perhaps with some celestials as PCs, then I think I might just use these.
