That's how I looked at it. When I was discussing this with another player, he felt the bonus die should be based entirely on what the weapon's critical multiplier was, not the multiplier the character gets to use with that weapon.

This would also lead to other complications: If we had a thundering greataxe (20/x3) and had improved crit for the axe, we would score a crit at 19-20, but the thundering damage would only come into play with a real 20. If you can't use your skill to hit the places where it hurts harder with hat, you can't use your skill to hit the places where it hurts more easily!
