TOTAL number of powers known.. yet.. we know more...

In the PHB. It says the total number of powers known.. then it proceeds to give the list of at will etc etc. Im assuming this obviously doesnt include race and feat abilities.. but... where does it say this doesnt include those. I mean.. total means all.

Does that chart by any chance indicate total number "by class level"?

Because starting at 13th lvl you need to replace old powers with new.

Exception based rules.

You know this many powers, unless some other more specific rule changes how many powers you know (say, the human bonus at-will, or a multiclassing feat).
