Touch attacks

The spell kiss of the vampire enable the character to make enervation and vampiric touch at will as touch attacks.
my question... can the character make BOTH enervation and vampiric touch using the same attack? or he need to choose wich effect to use?

If this same character had an glove with shocking grasp;... can he use the glove AND the two effects with the same attack?

Just have to mention that the kiss of the vampire (if it is as literal as it sounds) stands alongside a druid kiss spell as some of the most ludicrous bit of design I've seen in any product.

Allows you to kiss a target as a touch attack without incurring an AoO.

Pardon? Pure lunacy to my mind.
