Vekeshi Contact (Possible Spoilers)

Does this NPC play any role in the campaign at a later stage, or is this just well-written description?

He plays a minor role, but mostly just if you've got a Vekeshi Mystic in the party. If we do end up using him in a larger role, it won't be until adventure 9 or 10.

Would it break anything if i make this contact female with fine scars on her hands instead? Just wondering if the contact is an already established NPC behind that mask. . .

Oh, it's a random admiral who commands the fleet that protects Risur. He never does anything in the plot, though. Feel free to change as desired.
