D&D 5E Warlock/Ranger Eldritch Blast + Horde Breaker + Volley?

Does Eldritch Blast stack with Horde Breaker and Volley?

Also, if a class learns Eldritch Blast from Magic Initiate (no Agonizing Blast, I know, I know) would they be able to cast multiple blasts at higher levels or does Magic Initiate force it to be cast at its lowest level AKA "only 1 blast"?

No.

Horde breaker only happens with a weapon attack. Not cantrips.
Volley is an action that let's you attack every creature. Not cast a cantrip against all of them.

Though volley will trigger horde breaker.


And yes, cantrips scale by character level. So 4 rays at high level. Or 4d10 firebolt.
