Where can I find info on the warlocks imbue item ability online?
(I am waiting for trans. back state side!)

2nd: Have a British grunt in game group over here that wants to dual weild 2 wands, any info appreciated.

You can only find information about how the ability truly works in Complete Arcane, as far as I know, none of the material within is Open Game Content and thus isn't available online.

Babylon Knight has it right. The feat in Complete Arcane is called Double Wand Wielder, IIRC. You might also want to check out the Cannith Wand Adept from the Ebberon Setting.
