Wealth and Heroic Powers for D&D (based on 4CTF)

For the past few months I've been toying with the idea of using the Heroic Powers option for Four Color to Fantasy as a standard feature for PC and NPC wealth. Basically, I've never been fond of the distinction between PCs and NPCs for wealth, though I understand the reasoning for it, it just feels very forced. Also, in my own world magic is meant to be a little more magical - I prefer to give out fewer, more distinctive magic items rather than the bland +1 weapon, +1 shield etc.

With this method, all PCs and NPCs have the same wealth limit per level (based on the NPC levels from the DMG, tweaked up a little). In addition to this, PCs and significant NPCs (not the mooks) gain a number of 4CTF Hero Points to buy a limited number of abilities with. How these abilities come about are to be decided between the player and DM, but possibilities include unusual martial training, a strange heritage/bloodline that has begun to resurface, personal magical experimentation, or even to represent changes in the character's status etc that are normally represented through Feats (Priest, Title, or Ancestral Weapon, to name a few).

Apologies for the shoddiness of this, I have no idea how to make a table on the boards. Any tips would be much appreciated.

All other powers are disallowed without a seriously compelling reason.

I was toying with a classless system that had characters created using '10 feats'
These feats could be used to gain any class abilities, upgrade HD and Skill points etc.
An additional use was to acquire 'spell like abilities' at a rate of 1 + 1 per level (ie a 0-level spell power cost 1 Feat, a lv-3 power (Flight) cost 4 Feats

Well... I think it's interesting. Yeah. It is.

I might consider in the future, if I get my hands on it, to have 4C2F in my regular D&D game. Sounds cool.
