Remember that the sorcerer cannot learn spells that are not printed in the PHB, unless he has access to it via a spellbook or scroll. This is probably meant by "other arcane sources" (there are also plenty magic items that resemble spellbooks, for example).
A wizard learning charm monster from a scroll written by a bard (not that bard's tend to write scrolls often) would learn it as a 5th level spell as usual, of course.
