The players in my campaign recently discovered the likely cause while exploring a Giant City in Xen'Drik.
It seems that when the Giants were desperately trying to fend off the invasion of the Daelkyr, they instituted two big research projects. One was aimed at creating a Psionic based weapon to use against the Daelkyr. The other was to create a similar weapon based on Magic.
Initial tests showed that the Magic weapon was simply too unpredictable and dangerous to employ and the Psionic weapon was used (which incidentally defeated the Daelkyr but also devastated the Giants to the point where their slaves - the Drow - overcame them and destroyed their civilization). The Magic weapon was lost amid the ruins of the Giant civilization.
Apparently somebody found it.
