Note that if you don't use the duration implied (but granted, not explicitly stated) by the spell referred to, then you get things like permanent invisibility, faerie fire, gust of wind, lightning bolt, etc. After all, if you ignore the duration on reduce person, why not ignore it on lightning bolt or all the other effects?

But it's not reduce person, and reduce person is not referred to at any point. It says "Reduce wieleder to 1/12 height (no save.)" Contrast this with another option that says "Enlarge person if within 60 ft. of rod (Fortitude DC 13 negates.)"

That being said, it doesn't specify a duration, so I'd say it's up to the DM -- personally, I'd say instantaneous, or at best permanent.

You are being silly. How can you have a permanent lightning bolt?

Not very difficult. As written, Arc of Lightning (CArc, SC) continues to exist after it's cast. So you can create one to zap two or more people, and then pick it up and hit other people with it :D

Well, being that small is not all bad, especially for a wizard.

+8 AC. +8 to hit. +16 Hide.

Beware the shruken, hiding wizard with touch attacks. :)

Where does it say that?[sblock]ARC OF LIGHTNING
Conjuration (Creation) [Electricity]
Level: Druid 4, sorcerer/wizard 5, Windstorm 5
Components: V, S, M/DF
Casting Time: 1 standard action
Range: Close (25 ft. + 5 ft./2 levels)
Area: A line between two creatures
Duration: Instantaneous
Saving Throw: Reflex half
Spell Resistance: No
Static fills the air as you complete the spell. With a gesture you create magical conductivity between two creatures, and a bolt of electricity arcs between them with a shockingly loud crackle.
This bolt deals 1d6 points of electricity damage per caster level (maximum 15d6) to both creatures and to anything in the line between them.
Both creatures must be in range, and you must be able to target them both (as if this spell had them as its targets). Draw the line from any corner in one creature’s space to any corner in the other’s space. The bolt affects all squares in this line.
Arcane Material Component: Two small iron rods.[/sblock]Instantaneous effects can't be permanent. Why are we discussing this?

Of course they can. A wall of stone or iron is an example of this. There's even this special rule for Conjuration (Creation) spells:
A creation spell manipulates matter to create an object or creature in the place the spellcaster designates (subject to the limits noted above). If the spell has a duration other than instantaneous, magic holds the creation together, and when the spell ends, the conjured creature or object vanishes without a trace. If the spell has an instantaneous duration, the created object or creature is merely assembled through magic. It lasts indefinitely and does not depend on magic for its existence.
That the various orb spells create a ball of energy that "lasts indefinitely and does not depend on magic for its existence" is another amusing example of this.

oh, crap, that rule, yeah, OK, you win. Creation of electricity. aaargh why all the conjuration love?

I posit that the conjured electricity behaves exactly as electricity behaves in our world: it dissipates, grounds, whatever. Evoked electricity actually disappears.

Therefore, Shilsen is silly.
