Whirling Blade (perpendicular to ground?)

I know this will sound ridiculous, but does "Whirling Blade" create a perpendicular or parallel line to the ground?

Parallel would mean that the size of the wielder or reach of the weapon would vary, leading me to believe it must be perpendicular.

It's a line. In my games, you can "shoot" that line anywhere. Straight up, down, parallel to the ground... why not?
