wild surge houserule

would it cause problems to allow players to roll the 1d20 to see if they wild surge when they castany spell including cantrips? i shall let tides of chaos still be limited to resetting when a spell of 1st or greater is cast, due to advantage being really good. i shall be surge happy dm, so resetting of tides of chaos and d20 rolls shall happen every time. so would this be unbalancing or fun?

We have a slight variant where every role for wild surge that fails ups the chance of a surge. It resets with a long rest or "successful" surge.
