I'm not sure Twin applies to Witchbolt, but if it does, yes.

I do not think MMM is Twinable. And I believe it would break sanctuary.

Rules as written, no, since witch bolt's ongoing damage is not an attack and is not casting a spell. Your DM might rule differently, though.

Does 1 action proc both Witchbolts?

DM call. I would allow it at my table.

Again, it's neither making an attack nor casting a spell, so it works RAW. As Gadget said, no twinning this one.

They both works. You are not attacking or casting a spell.

This would not work with spiritual weapon however.

It does kind of go counter to the spirit of the spell though, so a DM could reasonably rule otherwise.

Spiritual Guardian and call lightning also work well with sanctuary.

Personally I would not allow this to work with Sanctuary. It is a clever loophole, but it breaks the intention of the spell.
