I was just thinkin' that WotC ought to get in on that.
Next up...a full-blown Stranger Things D&D campaign setting? A good opportunity to update d20 Modern for 5E.

Why are they using descending AC when each ability score has a modifier next to it?

It's Basic D&D. NOT AD&D. In Basic D&D, AC starts at 9 and descends and abilities go from 3 - 18 with the following modifiers:
3 = -3
4-5 = -2
6-8 = -1
9-12 = 0
13-15 = +1
16-17 = +2
18 = +3

Learned that 38 years ago and it's still burned into my memory.
