Not according to the AL rules. You need an official certificate in your hand for it to count, just knowing that the certs exist and define the rarity is not the same thing.

Yes, this is an absurd situation that could easily be fixed in any number of ways, but for whatever reason WotC chooses not to do so.

Hold on, I never knew WoTC had any say in AL. I thought AL was a separate entity from WoTC.

AL is the official organized play program of D&D, it's run by WotC, it's admins are paid by WotC for the work they do, every AL release is approved by someone employed by WotC. It's a WotC program.

Now there are plenty of people who organize AL games at local stores, game days, conventions, etc. Most of them have nothing to do with WotC at all, but the people setting the overall direction of the program, deciding how the rules work, managing it, etc? That's WotC.
