Yes they aren't because they often have to spend their resources wisely because in this world there at many, many nasty things that will pop out of no where to kill you. That may sound cliched but it is true. Plus the fact there's always the chance a spell will misfire even if properly cast. It depends on the location of course, but it has been known to happen. No most generally prefer to keep their personal power to themselves and find riches through hidden caches from the divine war. If people really want to get good weapons, the gods are a better source than wizards when it comes to weapons and armor at least. Plus the fact sorcery (and to an extent wizardry) is seen as kind of "unnatural." Thus people usually won't commission stuff unless they are 100% of the wizards. And there's always the factor of one or more of the gods upsetting the apple cart for whatever reason.
