When I post my character to be approved, do I Email ALL of the judges about my character? Or do I pick a few at random?
All the judges, please. If you miss a few, nobody's going to come after you with pitchforks or anything, but it might take longer to get your character looked at.
Also, whenever ANYTHING about my character changes on my character sheet, do I email judges again to reapprove, or does this only occur upon levelling up?
Only on leveling up. Between levels, your character sheet is yours to do with as you see fit.
I am familiar with the buy point setup, but I forget the specifics...
Yeah, me too. I always use one of the calculators floating around, like this one:

Looking at that, it appears to be
8=free
9-14=1 point each
15-16=2 points each
17+=3 points each
Which sounds about right to me. I'm pretty sure it's detailed in one of the core books, but I can never remember which one.
Besides the SRD and homebrew content, what source materials are available?(And if there are any online sources I could view, directions to them would be awesome)
The
LEW Wiki is the best place to look for non-SRD material. I
believe, without being completely certain, that all currently legal content is detailed either there or in the SRD.
I haven't seen anything here that explains how combat is determined, and I was curious... are combat actions determined via email to the DM, or via notations within the story oriented post?
Within the story thread, usually denoted as out of character somehow. E.g.
OOC: I cast magic missile at the darkness,
2d4+2=7 damage.
or
[sblock=ooc]I cast magic missile at the darkness,
2d4+2=7 damage.[/sblock]
Feel free to read some of the active adventure threads -- or any adventure you want, really -- to get some idea how it's done. You'll find that the details vary pretty widely depending on who the DM and the players are. The gist is that we just do our best to communicate and muddle through somehow.
