Well two things:

1) Brutal weapons can't be oversized in L4W, otherwise Executioner Axes would be brutal 2, 2d6 weapons, clearly overpowered.
2) the only one of those players active is mohollaran I believe

Probably a proposal would be in order. Either play as the large-weapon wielding minos without the feats from Dragon or PHB3 (and subsequent articles) or play as the one in PHB3 with full feat support?

I think that "by the book", level-up retraining of backgrounds is not allowed. Not that I think it's a bad idea at all, but it is technically a house rule.
By RAW no, but here we allow regions to be retrained. The only issue is if regions = backgrounds for our houserule.

To my knowledge every PC ready to be reviewed has been reviewed and the judges/reviewers are waiting for the PC to make changes.

I know of one case where the judge needs to confirm changes that have been made, and there are one or two that have been reviewed that need a judge.

If you believe you have submitted a PC but have not been looked at, please speak up.

If regions don't equal backgrounds, then that means somebody can take a Region (with benifits) and a Background (from an accepted WotC source) since they would be 2 different things.

Yeah, I think Regions are defiantly a subset of backgrounds, just like they're are geography backgrounds, and occupation backgrounds.

On a note related to other discussions. Where are our current templates housed? I am having difficulty finding them on the wiki, though certainly they are there somewhere.

Maybe I can make things easier on people. . .

Speaking of templates, I actually made a second skills template which I called Skills Extended, and I personally feel like it is more useful without being more difficult to use. It gives more columns to put different bonuses in, calculates AC penalty, and totals up how many trained skills you have. I think it could even just replace the normal Skills template without hurting anyone. Folks please feel free to take a look!

One of the problems with the math templates is that they're inconsistent. Some ask for Level Bonus, some just for Level. That was confusing for me, and I think I've got a pretty good handle on the templates.

I'm thoroughly impressed Evil Bob. That's a GREAT skills table; one I will end up using on my next character if I don't switch out my old ones!

Well as ScorpiusRisk said, regions are a subset of backgrounds and you can have only one background. That isn't the issue.

Let me put it this way:
You can swap out your greyhound for another greyhound. Does that mean that I can swap out another type of dog, say a beagle? No, we've only talked about that subset. All greyhounds are dogs but not all dogs are greyhounds. Likewise all regions are backgrounds but not all backgrounds are regions. We've only said you can swap out regions (the subset) but not said anything about backgrounds as a whole.
