Converting original D&D and Mystara monsters

The ram, mountain move, and skills sections look good to me. I'd also like to specify that the sneak attack stacks with other sources:

Sneak Attack (Ex): If a goatfolk gets a sneak attack bonus from another source (such as rogue or assassin levels), the bonuses on damage stack.

For the weapon, maybe shortswords? Boring, but I think it fits.

I'll update the Goatfolk Working Draft.

Let's see... "Goatmen favor smaller weapons such as daggers, crude short swords, clubs, and maces. ... Goatmen also have a natural +1 attack bonus when attacking with a dagger or knife."

Assuming that's in order of preference, it suggests a shortsword for melee and daggers for throwing, with a free Weapon Focus (dagger) feat.

I'll agree to that.

How about "Usually neutral, often evil" for alignment? I think we can get rid of most of the red ? marks.

I think I'd make Weapon Finesse the regular feat, as it seems maybe a bit much to give it as a bonus. You could change my mind, though. ;)

From reading through, I'd suggest mostly Hide and Move Silently for the skill ranks. However, I wouldn't mind giving them a +2 racial bonus to each of those and going with a more well-rounded skill distribution of 2 ranks each in Balance, Climb, Hide, Move Silently, and Tumble.

That just leaves organisation of the stats. According to the original, they're normally encountered in groups of 1d6+4 and live in clans of 20-50 which are roughly 10% "considered a 5th level thief", 30% "3rd level thieves" and 5% shamans.

Assuming those "5th" and "3rd" level-equivalents in thief skills include the Goatman's two racial Hit Dice, that suggests:

Organization: Solitary, gang (3-6 plus 1-3 1st-level rogues and 1 3rd-level rogue) or clan (12-30 plus 6-15 1st-level rogues, 2-5 3rd-level rogues, and 1-3 5th level rogues or clerics)

That org looks pretty good to me.

I think the question marks can go.

Do they just need an "As Characters" section? I'm not sure of what domains to suggest: Trickery sounds right, but the spells don't quite fit their MO perfectly.

I added an "As Characters" section.

We don't have to list available domains if we don't want to. A lot of WotC humanoid monsters don't give domains for them.

Still, if you insist I suppose Luck and Travel might fit.

Well, their leader is a shaman if we ever do anything with him, but I suppose we don't particularly need the domains.

Languages: It sounds like automatic languages would be Common and one dialect of their own language. Do we know what other kinds of humanoids live in the same region of Mystara? That would give us an idea about bonus languages.

Their original entry mentions goblins and lupins. Other Savage Coast races include rakasta and the recently converted tortle, and after checking the player's guide to the region:

Shazak - nearly identical to the lizardfolk tongue which in 3.5 is draconic.
There are 3 goblinoid languages (rather than racial languages) Yazakan, Yazug, and Yaz.
There are also a bunch of human/national languages but I think that for a fairly generic list we could give them the following:

Goblin, lupin, orc, and possibly draconic, rakasta, and/or giant.
