Bastion Press did a book called Arms and Equipment for 3E, and it contains Leggings of Speed that increase the wearer's base speed by 10, and increase Dexterity by an enhancement bonus of +2.

I've also checked through a few of the Green Ronin books and a couple from Mongoose. I keep thinking it was in a book aimed at creating Good characters as opposed to Evil characters, but I'm not sure.

In any of the D20 Modern stuff that has appeared, has anyone seen a feat called Photographic Memory, or something that will give similar benefits?
