I don't know much about D&D encounters but Pathfinder Society Scenarios are $3.99 each and there are 2 released a month. If this is a one shot adventure that you are supposed to play in one sitting, I would thing this too high.

Yes, this is true, The monster can also take a 5' step after his first attack also. So if the monster/NPC has more than one attack he can take a 5' step after his first attack just as long as he has not moved any distance yet.

This is basicly true. You don't have to do a movement action. In fact you can't move any distance if you use a 5' step. Which means that if you perform a 5' step you still can perform a standard action or a move action after you have done a ready action.
