Stats aren't that important over the long term. Just altering stat arrays isn't sufficient.

As a starting point,: what specific areas do you think a Power Dial should impact, and how would you implement it?

For 5e: Ability Scores, number of bonus feats, potency and quantity of magic items, access to Inspiration, use of feats for "multiclassing" just for other class abilities. Stats aren't that important in older editions, but near critical in 5e.
