Action Points

The rules state that you can use action points once per round; do you measure a round from:

a) the highest initiative to the lowest initiative, or

b) from the start of an individual characters action to the start of their next action?

For example, if a character uses an action point during one of their attacks, do they have to wait until their next action to use another or just the start of the next round?

Like all other things that have limited uses per round (for example, AoOs), it resets on the character's turn.
