Greetings,

reading this specific maneuver, it looks like a standard charge action (with the +2 to hit bonus) but with the -2 AC penalty. Is that all the maneuver allows (for a 4th level maneuver it's pretty weak)?

Or have I read it correctly and it ignores terrain thus allowing a charge with no AC penalty over any type of terrain.

IIRC my second hand information, the advantage of Bounding Assult is that it doesn't have to be in a straight line. You can zig-zag and make sharp turns, make a double move, and still get an attack. The normal charge results (+2 to hit, -2 to AC) are actually pretty secondary.
