IMC I had a situation where the PCs decided to construct a road across the Horse plains in order to connect the eastern desert trade with ther western empire. The Horsemen being nomads use to riding where they would objected and the PCs spent the next few campaigns trying to appease the various clans. In one situation the road crews were being attacked by wild beasts and a 'tikoloshe' (demon) which they learnt had been summoned by a powerful shaman who objected to the road on philosophical and religious grounds - you could use the same idea with your building of the walls (and roads)

The Dwarfs objecting to the competiton posed by the new mines is another good thing

and personally I'd have the sudden appearance of all that water and trees cause major climatic changes leading to floods in the village, and droughts elsewhere which cause bad guys (ie Gnolls and maybe even dragons) move close in to the village and so become a menace. Of course with the sudden formation of swampland you also get increase in disease and the wastelands become more attractive to foreign invaders
