Call Weapon Question

With the power (psionic) Call Weapon, you specify what is called to you, right? Meaning, if I ask for a short sword, I won't get a sap or anything, right?

I *do* understand you cannot call someones item to your hand, like if a kobald were holding a short sword, I wouldn't get his, I would get a generic short sword (or a magical one, based on my level and how many points I invest). Do I have this right? My DM thinks it is any weapon and he gave a friend a mine who manifested this a Sap, of all things.

Yes, it's selected from the options available, based on the level of the Psion/Psychic Warrior and the amount of PPs spent.
