Since 3E came out it's been my understanding that a spellcaster can cast a touch spell and make the touch attack from that spell all in the same round. The relevent portion of the SRD:
Use touch spell on one target [Standard][AoO: No]
Description: A combatant may take a move before casting the spell, after touching the target, or between casting the spell and touching the target. A combatant can automatically touch one friend or use the spell on itself, but to touch an opponent, the combatant must succeed at an attack.
However recently I've noticed in certain posts that other people feel that you have to wait till the next round to touch someone, and it always has bugged me that you seem to be taking the equivilant of two partial actions and a move if you cast and touch in the same round. However it also seems that touch attack spells are underpowered if you have to wait until the next round.
What's the orthodox view? Same round or next round?
