I like the idea of a "luck steal spell" that curses your opponent and then blesses yourself or your allies. That's a nice spell idea.
That works.

Steal Luck
Level 2

Range: 60'
Durration: 1 minute (concentration)
One creature within range makes a wisdom saving throw. If they fail, they take a 1d4 penalty to any attack roll or saving throw, and select a second creature within range. The second creature gains a 1d4 bonus to any attack roll or saving throw.
At Higher Level: You may target an additional intital creature for each spell level beyond second, and choose another secondary target if they fail.


Ottos Irresistible Choreography
Level 3
1 action
Duration: 10 minutes.
Range: Sight
Each creature who can see and hear you, including you, breaks into a choreographed song and dance for 10 minutes. Unable to take any action except singing and dancing, creatures move half their speed to the closest unoccupied space to you. On your turn, you randomly move upto 10' in any direction, and each creature moves along with you. Creatures avoid dangerous areas. If a new creature arrives, they must also join in. If any creature affected by this spell takes damage, the spell ends. When the spell ends, each creature reroll inititive if they are hostile.
