CR of Modified Monster

A standard monster is about 14-15 pts. in point buy. If you jack him up to 32 pts., does this change the CR? What's a good rule of thumb?

What I would do.

Depending on the particular monster's initial CR:

Initial CR <19 = new CR +2
Initial CR >19 = new CR +1

But that's just my DMGing.

Being 'elite' (max hp on 1st die, approx 25 pts instead of 15) seems to be worth about +1 CR, but then again a 10th level elite Fighter is only supposed to be 1 CR higher than an average 10th level Warrior...
+2 CR implies that the 'elite' monster is as good as 2 normal monsters, which 32 pt buy will probably not achieve - I'd say +1 CR is usually enough.

If PC's are 24 and you put the NPC's at 32 it might be worth something. If you're at 32 and you put the NPC's at 25 it's not worth anything either.
