Half Elf is definitely the way to go if you are plying for Deception/persuasion style of build with criminal.
if you want to play a Two-weapon rogue that is not a rogue but just as good, Bard actually works into that much better than Ranger, because of how many skills you get, and go with College of Valor to enhance the dual wield (Or even College of Lore if you want to fill the trap finder role as well).
Assuming you want the criminal build for the 'roguishness'~I'd go with Wood Elf (+2 Dex, +1 Wis), and Urban Bounty Hunter~ this allows you focus on Wisdom for your Perception and Insight checks, and possibly Intelligence for Investigation checks...and forgoe the Intimidate/Deception
