It's an easy mistake to make. Not only is it how it worked in 3e, but some of the extra striker damage mechanics aply the extra damage after you hit, or even after you roll damage.

This is a really nice way to look at it, that line in the PHB would solve a few confusions :)

I find the PHB clear...


Maximum Damage: Rather than roll damage,
determine the maximum damage you can roll with
your attack. This is your critical damage. (Attacks
that don’t deal damage still don’t deal damage on a
critical hit.)
✦ Extra Damage: Magic weapons and implements, as
well as high crit weapons, can increase the damage
you deal when you score a critical hit. If this extra
damage is a die roll, it’s not automatically maximum
damage; you add the result of the roll.

I don't think the PHB is entirely clear on this point, before I read the FAQ I argued the opposite side of this. Take for instance warlocks curse.

"You decide whether to apply the extra damage after making the damage roll"

That certainly implies they are seperate rolls.
