Getting At-Wills from your secondary (multiclass) class?

Step 6. of leveling up is choosing feats.

Step 7. is choosing powers.

Taking a multiclass feat means you count as a member of your secondary for the purposes of requirements.

Does this mean that (for example), a 1st-level cleric who took Arcane Initiate (wizard multiclass) could pick magic missile as one of his 1st-level at-wills, in addition to gaining thunderwave as an encounter power from the feat?

There might be something that disallows this, but I don't have the books in front of me, so I can't check. Is there?

The only benefits (apart from the feats themselves) of multiclass feats is qualifying you for feats and paragon paths that have a class requirement.

Having the multiclass feat qualifies you for feats that require your secondary class, and qualifies you to take paragon paths that require your secondary class.
Assuming, of course, you meet all the other requirements.

No mention of powers there.

You take one at-will power of your secondary class as an encounter power. Additional feats allow you to swap one of your encounter, utility, or daily powers of your primary class for a power of the corresponding type from your secondary class. If you take all 4 multiclassing feats you end up with:

+1 encounter power (secondary class at-will as encounter)
-1 primary class encounter power +1 secondary class encounter power
-1 primary class utility power +1 secondary class utility power
-1 primary class daily power +1 secondary class daily power

Additionally you are considered a member of both your primary and secondary class for purposes of meeting prerequisites for other feats or paragon paths.

No mention of powers there.
So class feats are OK, not just paragon paths. But powers aren't.

In hindsight, my reading doesn't really make sense: if you were treated as a member of your secondary class for the purposes of picking powers, the power swap feats would be utterly pointless.1

Oh well.

You can, however, get an at-will power from your second class if you go full-hog multiclassing and do the Paragon path thing. That way you get to trade out one of your old at-wills for one belonging to the second class at level 11.

Note that you can get your second class's At-Will as an At-Will, but it happens at 11, when you basically invent a new Paragon Path.

You must take the multiclass feat for the class, then you must take the Novice, Acolyte, and Adept powers to swap an encounter, utility, and daily power from you second class with one of you main classes.

If you've done all that, then at 11th *instead* of taking a paragon path, you can replace one of your At-Wills with one from your second class. Then at 11th you also gain an encounter power of 7th level or lower from the second class, at 12th you gain a 10th level utility or lower, and at 20th you gain a daily of 19th or lower. (You get these instead of gaining Paragon Powers, effectively making a new paragon path which we'll call Cleric with Magic Missile.)

Also note that you can retrain your Novice, Acolyte, and Adept powers at later levels to "bump" the level of Encounter, Utility, or Daily power that you've swapped in. (You get back the old one you had swapped in this case.)

So if you "fully" multiclass you could have a level 30 cleric with a cleric at-will, a wizard at-will, 3 cleric encounter powers, 2 wizard encounter powers (one 7th or lower), 3 cleric daily powers, 2 wizard daily powers (one 19th or lower), 6 cleric utility powers, and 2 wizard utility powers (one 12th or lower).
