Gnomes with STR -4

What would be an adequate, appropriate abilty to compensate Gnomes, if their Str penalty was increased to -4?

In addition, I use WP/VPs and small characters get WPs = to 3/4 CON

Do these two changes bring Gnomes to LA of -1?
Perhaps I could give a free level in Gnome paragon (from UA) to bring the race back to LA+0?

Ack! Minus FOUR Strength, plus a roughly-d2 penalty for using small weapons? Gnomes would be lucky to deal 1 point of damage with a dagger. I personally can't imagine ever playing a gnome with that kind of wall to start with. Why do you want to increase their Strength penalty?
