"So you have a tip off" the Clerk responds skeptically, "very well". He motions to a nearby guardsman to come over. "Take this group to headquarters, they claim to have information." Without further ado this guardsman leads you all a few "blocks" further into the district. "Blocks" being denoted by bridges of course.
The City Watch headquarters in Seventh Tower has a beautiful marbile facade, yet is clearly well secured with thick walls underneath and strong iron bars over the windows. It is richly decorated inside and out, just like the other buildings in the district. You are led inside with only a brief word to the guards at the door.
Inside there are a few rows of long (40 feet) benches where citizens are waiting, there must be 30 ahead of you. Some are obviouslly detainees, some are more likely here to lodge complaints. Five guards are posted in the waiting area. The other half of this room, blocked off by a low wall, has desks for clerks and officers of various sorts. There are a few exits which include two stairwells. Your guardsman escort checks you in at the desk, you are asked to wait on the benches until your name is called.
An hour passes. You watch as the pace of this place moves rather slowly. Most of the clerks appear to be doing little more than pushing papers around, leaving the room, coming back. The guardsmen, officers included, do even less. The people in line ahead of you are being called up. After initial discussion with the clerk at the front desk they are assigned to another clerk and either go out of the area all together or sit down at the clerk's desk on the other side of the half wall.
A second hour passes before the head clerk calls out "Justice!" As the party reaches the front desk the head clerk asks "So you have a tip off? What is the nature of it please?"
