I am starting a new campaign from first level and one of my players wants to make up a new race. We're trying to do a level-by-level breakdown as per Savage Species and could use some suggestions.
Do y'all think ECL 5 is appropriate?

Here's the current write-up:
Half-Sidhe
The Sidhe are a rare and infrequently seen race of elf-like fey that lives beneath the hills of fertile areas. Occasionally, they take a human into their midst, and leave a changeling (half-human, half-fey) behind.
Racial Traits
Starting Ability Scores Adjustments: -2 Str, +2 Dex, +2 Cha
Speed: 30 FT
Low-Light Vision
Dark Vision
Skills +2 Racial Bonus on Listen, Spot and Search
Automatic Languages: Common, Elvan and Sylvan
Favored Class: Sidhe. Best multiclassing option is Sorcerer, Bard or Rogue.
Sidhe Class Skills
Bluff (Cha), Craft (Int), Diplomacy (Cha), Intimidate (Cha), Hide (Dex), Listen (Wis), Move Silently (Dex), Perform (Cha), Profession (Wis), Spot (Wis), Search (Wis) and Survival (Wis).
Skill Points -- 6+Int Mod (x4 at first level)
Hit Points -- 1d6 per level
Lvl BAB F/R/W Special
1 0 +0/+2/+2 Low-Light, Dark Vision, +2 to listen, search, & spot.
2 +1 +0/+3/+3 Fey Grace, +2 Cha, +2 Dex
3 +1 +1/+3/+3 +4 Racial Bonus on Hide, Move Silently
4 +2 +1/+4/+4 Unearthly Grace, +2 Cha, +2 Wis
5 +2 +2 /+4/+4 Spell Resistance
Fey Grace – Add Cha bonus to all saving throws.
Unearthly Grace – Add Cha bonus to saving throws and AC.
Spell Resistance – 10 + Character Level
